I think that the hats were an older party item. I’ve not seen them in any catalogues since I joined, before the Wild West Party. Nither have they been a party item since my first CP party.
Green puffles use Hover Hats though. If you get all of it’s stats full & then play with it, it will fly around your igloo in the hat. The green puffle also flies, using it’s hat, when dancing while taking a walk.
